Institutional reasons are discussed and we also find some other problems existed, such as weakness in driving forces & mechanisms, weak innovation capability & core competence, bureaucratic culture embarrassment, low level collaborative innovation networks. Based on the problems, we introduce a Total Innovation Management Paradigm to give some advices on the firm innovation system of China's large scale enterprise. Firstly, a suggested incentive five driving forces model is introduced.
