However, according to a survey of 3,506 adult men and women conducted by Media Real Research Korea in June 2022, 80.2% agreed. As such, most people express their approval for lowering the age of criminal minors. \nIf the age of criminal minors is forced to be lowered at the request of the majority of the people, it should be implemented in a way to minimize the stigma damage caused by punishment. 法务部正在推进《刑法》和《少年法》修改案,将未成年罪犯的法定年龄从14岁以下降低到13岁以下,以解决因情报、暴力、犯罪增加、滥用刑罚而受到保护的70%的未成年罪犯。学界对降低未成年人犯罪年龄的意见不一,而民主主义律师团体、国家人权委员会、国会法制调查处等则表示反对。但是,韩国媒体真实调查公司(Media Real Research Korea)于2022年6月以3506名成年男女为对象进行的问卷调查结果显示,80.2%的人表示同意。因此,大多数人表示赞成降低未成年罪犯的年龄。如果根据大多数人的要求,强制降低未成年罪犯的年龄,应以尽量减少惩罚造成的耻辱损害的方式实施。刑事处罚造成的污名化使其难以适应社会,无法正常过社会生活,无法打破犯罪的恶性循环,导致再犯。为了减少因处罚而造成的名誉损失,可以采取以下措施:推迟犯罪记录、排除拘捕调查、取消中学毕业条件、为防止侵犯学习权利而实行休假拘留制度、为防止再犯而建立第三惩戒所等。
