摘要

介绍乌克兰航空平流层电信平台的建设方面和实施方法,例如国立技术大学“基辅理工学院”进行的HAPS研究。特别是将平流层无人飞艇建设工程作为以空中平台控制与通信系统为代表的能量信息综合体,提出了基于网状网络的空中平台无线信道接入控制方案,为形成基于HAPS和平台间通信线路的多级电信网提供了系统解决方案。
