The generalised pseudocirculant property of the transfer matrix of a blocked linear dual-rate system is proved to be the necessary and sufficient condition for the system simplification. We prove that the power spectrum matrix of a blocked wide sense cyclostationary (WSCS) signal exhibit similar property. We then also prove that this property can be exploited to find the period of a WSCS signal. Blocking operation can be variously implemented.
