摘要

碳交易政策作为节能减排的重要手段,在国内外越来越多的城市得到应用,并取得了一定效果。同时,交通是城市能源消耗和碳排放的主要来源,是城市节能减排的主要领域和碳排放交易对象。在全球范围内,交通部门很少采用碳交易政策。由于车辆的流动性和分散性以及某些部门的非盈利性等特点,排放监测和配额分配是一项具有挑战性的任务。因此,将运输部门纳入碳排放交易政策框架仍然是一个问题。本研究在界定碳排放交易政策框架的基础上,得出碳排放交易政策适用性的若干要素,并对交通运输部门参与碳排放交易的适用性进行实证分析。
