Risk managers.

Abstract This chapter takes a high-level look at who the risk managers are, what they do, the roles they play, vertical and horizontal alignment of risk management and the qualities of a good risk manager. It identifies the risk managers in two broad categories of risk: production risk, which is borne and managed by the private sector; and phytosanitary risk, which is borne by society at large and is managed by the public sector in concert with the private sector. The interdependent risk management roles of the private and public sectors are a recurring theme in this handbook. The essential duties and roles of risk managers are discussed along with the consideration of the qualities of a good risk manager.
