To optimize the parameters of the GA-EEC, an upper-bound for evaluating its Packet Loss Ratio (PLR) performance was also proposed before. For judging the tightness and the precision of the upper-bound, in this paper, a lower-bound of evaluating the PLR performance of the GA-EEC is proposed. The analysis results show that both the upper-bound and the lower-bound are nearly identical when the average link PLR is very small. It indicates that both of them are very tight and accurate for evaluating the PLR performance of the GA-EEC in case of real-time multicast scenarios with small average link PLR. Furthermore, it is found that: the stronger the ability of error correction of the GA-EEC is, smaller the gap between the upper-bound and the lower-bound is. This result is very meaningful: lower the target PLR requirement is, tighter and more accurate the upper-bound is.
