摘要

2020年初突然爆发的新型冠状病毒肺炎疫情,不仅严重威胁到我国和世界人民的健康和安全,也导致全球经济大幅下滑。税收优惠政策是政府调控经济的一种宏观手段,在经济发展过程中发挥着不可或缺的作用。在大数据技术浪潮的背景下,如何将大数据思维引入税收流程,建立健全快速应对突发公共卫生事件的税收政策体系,对于疫情防控和后续恢复至关重要。本文以新型冠状病毒肺炎疫情为背景,阐述了应对突发公共卫生事件税收政策的必要性,分析了当前突发公共卫生事件税收优惠政策的现状和局限性,提出了基于大数据时代特征的中国突发公共卫生事件税收优惠政策的建立和完善。
