The implications of the implementation of Law Number 6 of 2014 on Villages revived the spirit of the Regional Government of Siak Regency and Bali Province to carry out the arrangement of a model of governance of traditional villages that are appropriate with the origins and customs that once prevailed in the region. This study analyzes; first, the impact of the enactment of the village law on the governance of traditional villages in Siak District, Riau Province and Bali Province. Second, aspects that become similarities and differences in the administration of traditional village governance between Siak Regency, Riau Province and Bali Province. This study uses empirical normative research method. The results of the study concluded that first, the administration of traditional village governance in Siak Regency, Riau Province was not carried out, while the existence of traditional villages in Bali Province was getting stronger through government policies that gave special status and authority to traditional villages to organize traditional village governance in accordance with their origins and customs that exist in society. 摘要

作为习惯法共同体单位的村庄有其原始构成,即在1945年《宪法》框架内承认的原籍权。2014年关于村庄的第6号法律的实施所带来的影响,重振了锡亚克县和巴厘省地区政府的精神,以实施与该地区曾经盛行的起源和习俗相适应的传统村庄治理模式的安排。本研究分析;第一,村落法的制定对廖内省锡亚克区和巴厘省传统村落治理的影响。第二,在廖内省西雅县和巴厘省传统村庄治理管理中形成异同的方面。本研究采用实证规范研究方法。研究结果表明:第一,廖内省西雅县的传统村落治理管理没有得到落实,而巴厘省传统村落的存在性通过政府的政策不断增强,传统村落被赋予了特殊的地位和权威,可以按照社会上存在的起源和习俗组织传统村落治理。第二,锡亚克摄政传统村落的机构管理不再以原有结构为基础,不再按照马来文化背景下的习俗和传统开展活动,而巴厘岛传统村落的机构管理和社区活动仍然基于其祖先文化的价值观,即三希塔卡拉那哲学。
