The paper proposes to design distributed collaboration system starting from electronic institutional model. Software architecture is designed directly based on electronic institution. The main architectural element is a scene manager. An electronic institution oriented calculus language is presented to specify the complex interaction patterns appearing in architectural design level. Through the formal defined operational semantic rules, some system norms can be verified in the designed architectural specification. A proof of concept implementation has been working out.
