摘要

针对现有民用机场应急计划评价内容缺乏系统性、缺乏定量评价模型的问题,提出了一种机场应急计划评价方法。建立了包含五要素的评价指标体系,采用网络层次分析法确定指标权重,采用近似理想解法对不同方案进行比较和排序。将该方法与基于Unity3D引擎开发的模块化仿真平台相结合,验证了该方法的可行性和有效性。将上述方法与仿真平台相结合,可以提高机场应急预案评估效率,有效提高应急预案质量,增强应急演练的安全性和有效性。
