In modern Russia, the subsoil use Fund, which is largely inherited from the USSR, is almost completely transferred to mining companies, which, while having sufficient reserves, refrain from large-scale financing of exploration due to high geological and economic risks, while financing of exploration from the Federal budget is also actively reduced.
