A good electricity market mechanism is the basis for the stable operation of a high percentage of clean energy power systems. Based on the study of foreign new power system clean energy trading mechanisms, the characteristics of the Yunnan power market with high marketization, high proportion of clean energy trading, and complex large power grids are fully considered in the paper. Combined with the actual situation of the Yunnan power market, it analyzes the problems and challenges faced in the aspects of economic trading, clean energy consumption, transaction risk control, etc., focusing on the optimization control of clean energy power generation capacity in a random environment and market-based absorption incentives, and a progressive large-scale power generation plan in terms of market deviation processing system and other aspects, the research work on clean energy trading mechanisms under the power market environment has been carried out. 摘要

在碳中和的背景下,清洁能源在新电力系统中的比重将逐步提高。良好的电力市场机制是高比例清洁能源电力系统稳定运行的基础。本文在研究国外新电力系统清洁能源交易机制的基础上,充分考虑了云南电力市场市场化程度高、清洁能源交易比重高、大型电网复杂等特点。结合云南电力市场的实际情况,分析了云南电力市场在经济交易、清洁能源消纳、交易风险控制等方面面临的问题和挑战,重点研究了随机环境下清洁能源发电容量的优化控制和市场化消纳激励,以及市场偏差处理制度等方面的渐进式大规模发电计划。开展了电力市场环境下清洁能源交易机制的研究工作。通过建立较为完善的清洁能源市场交易体系,对新电力系统中的清洁能源交易与消费机制具有较强的借鉴意义。
