The author’s vision is presented and the feasibility of assessing the state management of development in the field of tourism is justified from the point of view of solving a three-unit problem: institutionalization — analysis of the implementation of the federal target program of the Russian Federation and the State PRC, a study of regional water use based on an aggregated indicator of water use, a study of the state of the environment based on a comprehensive indicator of its protection.
