This enabled the researcher to reveal the role of this institution in the direction of ensuring the rights and freedoms of a person and a citizen as subjects of the educational process in the system of extracurricular education, as well as to identify problems in the implementation of the provisions of normative legal acts in this structure of continuous education.The author articulates the tasks of all types of out-of-school education institutions, which are cornerstones in the formation of a personality as a patriot, a citizen with an active position.The researcher concludes that this institution in its historical development, while preserving its essence, acquired qualitative changes and forms not only in time, but also in space. 摘要

本文以乌克兰和波兰这两个国家为背景,以课外教育制度的历史和起源为背景,对我国课外教育制度的现状进行了分析。比较分析是基于重要的国际和国家法律框架。这使研究人员能够揭示这一机构在确保个人和公民作为教育过程主体在课外教育体系中的权利和自由方面的作用,并确定在这种继续教育结构中实施规范性法律行为规定的问题。作者阐述了各类校外教育机构的任务,这些机构是爱国者、积极公民人格形成的基石。研究者的结论是,这一制度在其历史发展过程中,在保留其本质的同时,不仅在时间上,而且在空间上都发生了质的变化和形式。在各国及其政权发展的每个阶段,联合国都以不同的方式履行赋予它的任务,同时保持其宗旨和职能。基于自愿原则,这是一项重要的国家教育项目,其目的是在复杂的教育环节中解决动态变化的世界所提出的多方面任务,同时考虑到保护年轻人的权利和需求,他们在成为公民社会积极成员的道路上的自我组织和自我实现。考虑到一些官员目前往往毫无根据的行为,研究人员强调需要保存并在战后恢复校外教育网络。关键词:乌克兰;波兰;课外教育;校外教育制度;任务;遗漏;权利;责任;历史;当前状态。
