OUT-OF-SCHOOL EDUCATION IN UKRAINE AND POLAND: A COMPARATIVE ANALYSIS

The analysis of the current state against the background of the history and genesis of the institution of extracurricular education, which the author set before himself, was made on the basis of two countries - Ukraine and Poland.The comparative analysis is based on significant international and national legal frameworks. This enabled the researcher to reveal the role of this institution in the direction of ensuring the rights and freedoms of a person and a citizen as subjects of the educational process in the system of extracurricular education, as well as to identify problems in the implementation of the provisions of normative legal acts in this structure of continuous education.The author articulates the tasks of all types of out-of-school education institutions, which are cornerstones in the formation of a personality as a patriot, a citizen with an active position.The researcher concludes that this institution in its historical development, while preserving its essence, acquired qualitative changes and forms not only in time, but also in space. At each stage of the development of states and their regimes, it fulfilled the tasks assigned to it in a differentiated manner, while preserving its purpose and functions.Based on the principle of voluntariness, this is an important state-pedagogical project, the purpose of which is to solve, in a complex with other links of education, multifaceted tasks that are put forward by a dynamically changing world, taking into account the protection of the rights and needs of young people, their self-organization and self-realization on the way to becoming an active member of civil society.Considering the current, often unfounded, actions of some officials, the researcher emphasizes the need to preserve, and after the war, restore the out-of-school educational network.
