The method used in this research is research and development (R&D). The research data was obtained in two ways, namely, interviews and literature. After the data is obtained, it is continued with the preparation of HOTS-based learning evaluation instruments. The type of instrument used is a HOTS-based learning outcome test. The instrument development began from the preparation of the test items to the examination of items by material experts Items that are declared valid will be retained and invalid items will be revised/discarded. The next step is to test the reliability of the items.
