The paper give technical assessment to RCMS that acts on voltage stabilization, luminous flux regulation, uses power reducing equipment for existing traditional technology lamps, and calculate energy savings when RCMS is combined with LED's luminaries. Three different scenarios are analyzed: LED adaption only, RCMS installation for all SLS in Tirana and the combination of both first scenarios. The results has been satisfactory, achieving an saving of about 53.3% for the third scenario with combination of LEDs with RCMS. Based on implementation-running costs and saving results, the RCMS is cost-effective and with a very short payback time of around 2–3 years.
