The core claim of the article is that the TRIPS agreement, which is the World Trade Organization agreement dealing with intellectual property, should be interpreted to contain norms against economic cyber espionage. Doing so would permit Member States recourse to the WTO’s Dispute Settlement Body to assert claims of economic cyber espionage. An International Law Response to Economic Cyber Espionage
