J. area. After certification by the National Labor Relations Board in 1945 as the collective bargaining representative for the professional community at RCA, a contract was negotiated with RCA covering salaries, pensions fringe benefits and all terms and conditions of employment, including a formal merit review system, layoff and rehiring procedures, a severance pay program and an arbitration procedure for the settlement of disputes between the parties.
