摘要

韩国政府于2005年制定了《国家R&D项目绩效评价及管理法》,并于1年后制定了以更好地扩散公共R&D成果为核心的总体规划《R&D绩效管理及利用基本计划》。为了满足法律和总体规划的要求,促进以产业应用技术为主的国家研发成果的扩散,本文基于公共项目规划和评估中常用的系统方法和逻辑模型,提出了国家研发项目绩效和监测评估体系模型。此外,根据韩国产业科学技术振兴院(KOCI)等评价机构的现有体系,提出了包括DEA和AHP等定量方法在内的几种应用方法。
