The selected markets are for two commodities, cement and fertilizer, which can be considered the ‘bread and butter’ of competition enforcement, and the markets for services in telecommunications and finance commonly described under the heading of ‘mobile money’. East Africa, specifically Kenya and Tanzania, are global leaders in the development of these services. The paper also reflects on work relating to barriers to entry in South Africa.
