摘要

在大规模的跨区域应急物资调度中,应急补给区的物资调度是保障应急物资后续到位的关键。本文将轮辐网络应用于区域应急物资调度,针对连续消耗问题,建立了基于物资外运起始时间最早和成本最低的双层优化数学模型。然后给出了该模型的算法。最后对该模型进行了算例求解。
