In this paper, hub-and-spoke network is applied to the dispatch of emergency supplies in the regions, and, for continuous consumption problem, a bi-level optimization mathematical model based on both the earliest start time for material outside-transport and the lowest cost is established. Then the algorithm for the model is given.
