These changes open up new opportunities but also introduce novel challenges, especially in instrumentation security and safety, and environmental effect domains. The paper proposes the development of new instrument quality assessment and assurance methodology, which should integrate traditional metrics of accuracy and reliability with novel standards for security, safety, and environmental impact. This integral evaluation use in instruments design and service will substantially increase safety, security, and environment levels. The methodology design principles and composition are discussed.
