However, that plan is complex, limited and rigid. Hence there is a need for an improved strategic method that is more agreeable, more effective and more straightforward to implement than PGETIC. We propose the slip-up of strategy and its implementation into two complementary plans. To outline both plans' structure, we use the best practices of COBIT and IT-CMF. To outline the method responsible for creating these plans, we use the PDCA cycle. With these improved plans and method we aim to support the emergence of a sustainable and formal improvement cycle for the Portuguese public administration's ICT. We evaluated our proposal using semi-structured interviews.
