随着中国对生态文明建设的重视，对现有生态环境治理体系进行改革是实现生态文明建设的重要途径。针对中国生态环境保护管理体制中存在的问题，从建立生态保护预测制度、巧妙设计经济处罚制度、建立科学研究综合应用机制、实施“无悔”生态保护政策等几个方面提出了相应的对策。
