The actual network imposes an ultra-reliable and low-latency requirement for communications. Therefore, this paper proposes a set of joint power control and resource allocation distributed solutions. It consists of two parts. In order to guarantee the quality-of-service (QoS) of cellular primary users and scheduled D2D users, the pricing-based game scheme is used. In order to achieve the low-latency requirement, the link scheduling scheme based on the interference graph matrix within the D2D network is proposed.
