新疆库尔干水利工程建设管理局为实施水土保持规划,加强水土保持设计和施工管理,优化水土流失防治措施,统筹统筹水土保持工程进度与主体工程建设;及时准确掌握工程水土流失现状及防治效果,提出水土保持改善措施,减少人为水土流失;及时发现重大水土流失危害,提出水土流失防治对策和建议;为提供水土保持监督管理的技术依据和公众监督的基本信息,促进项目区生态环境的有效保护和及时恢复,特委托黄河水利科学研究院开展本项目的水土保持监测工作。
