Government subsidy has proven an effective tool to promote effective allocation of resources. The paper divides resources allocation efficiency into market allocation efficiency, technology allocation efficiency and knowledge allocation efficiency. And then, the method of stochastic frontier approach (SFA) is used to measure allocation efficiency of resources of enterprises’ self-innovation and collaborative innovation. Based on the panel data of innovation input and output of 211 high-tech enterprises from 2015 to 2017, it is found that the efficiency of resources allocation of collaborative innovation is higher than self-innovation.
