The review comments of evaluation experts are important foundation for scientific decision-making. Therefore, how to select proper peer review experts is the key issue. This paper proposes an approach to select experts in a semantic way. Based on the semantic web technologies, an architecture is presented with an expert knowledge base and an expert semantic model. After the analysis of possible social relations between project applicants and evaluation experts, the expert semantic model is illustrated. Finally, a semantic query tool prototype is designed to show the effectiveness of the proposed approach.
