The proposed method allows substantially enhanced service quality to be provided to users experiencing life-threatening situations, while ensuring that service quality is maintained for users facing less dire situations as well. At the same time, the proposed method ensures that the rates of transmission for all transmitting users either meet or surpass the average required rate for the system. The results of simulated tests indicate that for users with the most urgent needs, the blocking ratio yielded by the proposed method is considerably improved over that yielded by the existing method.
