本文从语义的角度对Web和Web挖掘的相关理论进行总结和分析。从语义层面分析了RDF资源的描述，提出了一种基于语义距离的RDFMS数据聚类方法，并对算法和实例进行了详细说明。通过对语义Web数据挖掘技术的讨论，提出了适用于语义Web的数据挖掘技术的归纳逻辑编程设计。此外，通过具体实例给出了该算法的应用描述，验证了该算法在语义Web环境下进行数据挖掘的可行性。
