In UBRRES, the preliminary evaluation framework and its main indicators were firstly determined by combining a novel systematic review of the literature (SLR) method and the expert advices. Then, under this framework, a comprehensive weighting method (CWM), which combined the idea of analytic hierarchy process (AHP) method and entropy evaluation method (EVM), was proposed to calculate the weights of the indicators. Consequently, a macroevaluation model was established. Based on this model, a fuzzy comprehensive evaluation (FCE) method was applied to obtain the resilience scores.
