In this paper, we propose a dynamic programming based algorithm for the resource allocation problem of scalable video streaming through long term evolution (LTE) networks in highway VANET. We manage vehicular mobility by using small group of pictures (GOP) sized scalable video coding (SVC) encoder and valid signal-to-interference-and-noise ratio (SINR) estimator. We also adopt adaptive receive window of GOP to enhance the resource utilization efficiency as well as video quality.
