ISSUES OF INVOLVEMENT OF RURAL CITIZENS OF KAZAKHSTAN IN THE BUDGET PROCESS

В статье рассмотрены вопросы повышения бюджетной открытости и прозрачности, формирующиеся и развивающиеся за счет включения граждан, в том числе и сельских жителей, в бюджетный процесс. Описаны современные научные работы, раскрывающие данную проблематику, и на их основе обоснована необходимость углубленного изучения этого вопроса. Проанализированы позиции Казахстана в Международном рейтинге открытости бюджетов, складывающемся из показателей прозрачности бюджета, бюджетного надзора и общественного участия. На основе этих показателей продемонстрировано, что основной проблемной зоной для Казахстана является именно общественное участие в бюджетном процессе. Авторами описана схема бюджетного цикла и определены основные формы общественного участия на этапах планирования, рассмотрения, утверждения, исполнения, контроля и мониторинга. Выявлено, что общественное участие в течении всего бюджетного цикла позволяет увеличить положительные результаты, связанные с прозрачностью бюджета. Проведен анализ бюджетной адвокации как инструмента, позволяющего населению участвовать в бюджетном процессе, тем самым добиваясь решения местных проблем. Обозначено, что активной гражданской позиции и желания отдельных индивидов и групп недостаточно для участия в бюджетных отношениях, необходимо построение конструктивного диалога между государством и общественностью, так как это содействует повышению эффективности и результативности бюджетных расходов, а также росту общественного благосостояния. The issues of increasing budget openness and transparency, which are formed and developed through the inclusion of citizens, including rural citizens, in the budget process are considered in the article. Modern scientific works that reveal this issue are described and on their basis the need for an in-depth study of this issue is substantiated. The positions of Kazakhstan in the International rating of budget openness, which consists of indicators of budget transparency, budgetary oversight and public participation are analyzed.On the basis of these indicators, it is demonstrated that the main problem area for Kazakhstan is precisely public participation in the budget process. The scheme of the budget cycle and identify the main forms of public participation at the stages of planning, consideration, approval, execution, control and monitoring is described by the authors. It is revealed that public participation throughout the entire budget cycle can increase the positive results associated with budget transparency. An analysis of budget advocacy as a tool that allows the population to participate in the budget process, thereby achieving a solution to local problems is carried out. It is indicated that an active civic position and the desire of individuals and groups is not enough to participate in budgetary relations, it is necessary to build a constructive dialogue between the state and the public, as this helps to increase the efficiency and effectiveness of budget expenditures, as well as the growth of public welfare.
