This paper discuss an optimization of handover procedure to reduce the problems take place during handover of the vehicle especially with higher speeds. The idea is designing a cross-layer between transport layer and the data link layer of the protocol through an algorithm. Therefore, the suggested design can adapt a vehicle speed and handover procedure to reduce the delay time.
