For this, we adopt the standard XML schema as the framework for describing Web services quality. This report provides briefly the WSQM which is basis of WSQDL (Web Services Quality Description Language) and explains the considerations, the concept of quality chain, the overall structure of WSQDL, and items of WSQDL.
