The end results are wrangles that automatically ensue in regard to demarcation and delimitation of powers, at the expense of fulfilling any development agendas. This has been one of the most pathetic situations that has perennially hindered the entire development of the country, and the education sectors consequently suffers the most. Formal education thrives only when other sectors such as housing, health and sanitation, job provision are steadily growing. \nUnique contribution to theory, practice and policy: Security of corporate entities has to be put in place for effective service delivery in all counties of the nation.
