This is a typical use case in current VLC lighting systems. The lighting becomes a beacon to transmit its coordinates and other kind of information at low-transmission rates, typically 1 kbps. This can easily permit the smartphone's camera to get and decode the message. Transmitting information by light can decrease the luminous emittance because of off-state used to transmit logic zeros.
