摘要

电价机制对非孤岛运行下的热电联产运行和投资规划具有重要影响。本文基于热电联产的MILP模型,研究了固定电价、分时电价、分时电价及其组合电价等不同电价机制对热电联产投资和运行规划的影响,以及对热电联产与配电网电力交换特性的影响。以上海某医院实际负荷为例,研究表明,分时电价机制能够显著降低热电联产的投资和运行成本,提高一次能源效率,引导热电联产参与调峰。如果采用分时电价,在保证电网收益的同时,可以进一步提高热电联产与电网的电力交换特性,以及热电联产投资和运行规划的经济指标。
