In its future growth, national policy, or institutional factors will directly influence its direction of development. Employing new institutional economics' basic theories, this paper analyzes non-grid-connected wind power's evolution and development path choice from the view of institutional innovation and institutional change. Then a development mode of non-grid-connected wind power is put forth to accomplish the institutional change according to the characteristics of institutional changes.
