The conducted legal analysis suggested that the Draft Law of Ukraine “On Conservation of Soil and Protection of Their Fertility” should prescribe that documented information on the state of soils and implemented measures for soil protection should be open, publicly available, since it is of public interest, except for information that is classified as restricted access.","PeriodicalId":142294,"journal":{"name":"Law. 摘要

本文探讨了土壤信息支持的法律规制问题。这篇文章描述了1957-1961年间在乌克兰进行的大规模土壤研究。找出了现有土壤覆盖结构和状况信息不一致的原因。实践证明,环境监测、土壤调查、地籍文件等方面的环境影响评价数据可以作为环境信息的来源。所进行的法律分析表明,乌克兰“关于保持土壤和保护其肥力”的法律草案应规定,关于土壤状况和实施的土壤保护措施的文件资料应公开,公开可得,因为这些资料符合公众利益,但被列为限制获取的资料除外。
