In this paper, we present an architecture for achieving multi-tenancy at the SOA level, which enables users to run their services and other SOA artifacts in a multi-tenant SOA framework as well as provides an environment to build multi-tenant applications. We discuss architecture, design decisions, and problems encountered, together with potential solutions when applicable.
