Yet despite the benefits of e-government systems, these have not yet been realized by users in public universities in Uganda, thus leading to low adoption rates. Therefore, the current study will investigate challenges and requirements for adoption of e-government systems in public universities by exploring implemented and non-adopted e-government systems in Public Universities. Pragmatism research philosophy will be used, as well as an inductive approach, and a multiple-case study design method will be applied. Data collection tools such as; questionnaire, interview guide and observation will be used.
