PEMBUATAN APLIKASI SIPAS (SISTEM PENCATATAN AIR WRINGIN SONGO) DALAM RANGKA PENINGKATAN LAYANAN BUMDES DI DESA WRINGINSONGO

Desa Wringinsongo, Kecamatan Tumpang, Kabupaten Malang memiliki kekayaan alam melimpah berupa sumber mata air yang dapat dimanfaatkan oleh warga sekitar. Didukung dengan adanya Badan Usaha Milik Desa dimana salah satu unit bisnisnya adalah pengelolaan air bersih, menjadikan sumber mata air ini salah satu sector potensial di Desa Wringinsongo sehingga perlu mendapatkan perhatian khusus terkait tata Kelola didalamnya. Sebagai penyedia air bersih untuk warga sekitar maka unit pengelola air bersih Desa Wringinsongo dituntut untuk mampu memberikan pelayanan terbaik untuk masyarakat. Namun ternyata masih terdapat beberapa kendala teknis yang dialami pengelola air bersih disana, salah satunya sistem pencatatan meteran yang masih manual sehingga menimbulkan kesan kurangnya profesionalitas di pihak pengelola. Oleh karena itu, baik pengelola dan perangkat desa membutuhkan wawasan/pemahaman mengenai pentingnya pencatatan/pembukuan yang lebih akuntabel untuk menimbulkan kepercayaan antar warga dan pengelola. Melihat kondisi eksisting tersebut, maka dirasa perlu untuk membuat proses pencatatan air  sistem digital yaitu dengan menggunakan perangkat telepon genggam (smartphone) dalam proses pencatatannya. Pencatatan air tersebut akan dilakukan oleh petugas meteran hingga data diupload ke master database di Unit Pengelola Air Bersih. Oleh karena itu, dibutuhkan pengembangan Aplikasi Sistem Pencatatan Rekening Air Minum Berbasis Android menggunakan siklus hidup pengembangan perangkat lunak SDLC (Software Development Life Cycle). Wringinsongo Village, Tumpang District, Malang Regency has abundant natural wealth in the form of springs that can be utilized by local residents. Supported by the existence of a Village-Owned Enterprise where one of the business units is clean water management, making this spring water one of the potential sectors in Wringinsongo Village so it needs special attention related to governance in it. As a provider of clean water for local residents, the clean water management unit in Wringinsongo Village is required to be able to provide the best service for the community. However, it turns out that there are still some technical obstacles experienced by the clean water manager there, one of which is the manual meter recording system, giving the impression of a lack of professionalism on the part of the manager. Therefore, both managers and village officials need insight/understanding of the importance of more accountable recording/bookkeeping to create trust between residents and managers. Seeing the existing conditions, it is deemed necessary to make a digital water recording process, namely by using a mobile phone device (smartphone) in the recording process. The water recording will be carried out by the meter officer until the data is uploaded to the master database at the Clean Water Management Unit. Therefore, it is necessary to develop an Android-Based Drinking Water Account Registration System Application using the SDLC (Software Development Life Cycle) software development life cycle.
