摘要

中国是世界上受自然灾害影响最严重的国家之一。调查发现,由于自然灾害利益相关者分类模糊、风险信息可靠性判断困难以及缺乏双向沟通手段,国内自然灾害风险沟通平台无法满足国家发改委日益增长的需求。本文对这些问题进行了研究。首先,根据案例分析将利益相关者分为政府、专家和公众。然后,采用多指标综合评价方法,构建了面向通信过程的自然灾害风险信息评价体系。最后,提出并论证了基于互联网的国家发改委平台框架。

An internet-based prototype platform for natural disaster risk communication
