Jenis penelitian ini adalah penelitian research and development (R&D) dengan menggunakan metode penelitian 3D (define, design, develop). Pada penelitian ini peneliti membatasi hanya sampai tahap define. Instrumen yang digunakan pada penelitian ini berupa angket analisis kebutuhan guru dan siswa kelas XI MIPA dan 6 orang guru fisika dari 3 SMA Kota Bengkulu. Berdasarkan hasil penelitian yang dilakukan dapat disimpulkan bahwa peserta didik membutuhkan paket pembelajaran pada materi fluida terintegrasi mitigasi banjir menggunakan model problem based learning. Hal ini di dasarkan data yang diperoleh bahwa 93,7% peserta didik menjawab sangat setuju dan 100% guru menjawab sangat setuju diperlukannyapengembangan paket pembelajaran pada materi fluida terintegrasi mitigasi banjir menggunakan model problem based learning untuk meningkatkan penguasaan konsep siswa. Kata Kunci: Paket Pembelajaran, Mitigasi Bencana, Model Problem Based Learning (PBL), Penguasaan Konsep, Fluida. ABSTRACT The purpose of this study is to describe the analysis of the need for the development of learning packages on integrated fluid material for flood mitigation using a problem-based learning model to improve students' mastery of concepts. This type of research is a research and development (R&D) research using the 3D research method (define, design, develop). In this study, the researcher limits it only to the define stage. The instrument used in this study was a questionnaire to analyze the needs of teachers and students of class XI MIPA and 6 physics teachers from 3 SMA Bengkulu CIty. Based on the results of the research conducted, it can be concluded that students need a learning package on integrated fluid material for flood mitigation using a problem-based learning model. 摘要
