In this study, phenomenology design, one of the qualitative research methods, was used. The study group of the research consists of 12 assistant education inspectors who were included in the research using convenience sampling approach. A semi-structured interview form was used to collect data. The researcher conducted face-to-face interviews to obtain the data. The raw data obtained from the interview form were methodologically prepared to be used in data analysis. The data were evaluated by content analysis. According to the results of the research, problems such as lack of training and experience, closedness to change and lack of time were identified in the guidance and on-the-job training processes. In the inspection and evaluation processes, problems such as lack of knowledge of legislation, inexperience and lack of awareness were observed. In the inspection and investigation processes, problems such as inexperience, lack of inspectors, lack of training, lack of knowledge of the legislation, fear and tension, and difficulty in proving evidence were observed.
