摘要

本文采用系统方法对跨界水体荷载规范进行论证和优化。特别注意评价决定个别跨界水体自然水系负荷标准的因素。考虑了水体中污染物转化的影响。提出了沿整个水体长度对各种人为负荷的配额归属算法。优先驱动类型污染物达到环境规范的具体方法。提出了基于环境和排放方法的规范归因,并考虑到工业和自然系统使用最佳技术。
