Such remissness is harmful to people's life and property. We adopt the ideal of backup coverage to expand the BACOP1 model to the BACOP1-m model with m+1 objectives in the 0-1 integer programming model to analyze the emergency facilities layout of a new development planning area. In the process of analysis, the TOPSIS multiobjective programming approach was suggested to obtain non inferior solutions. Finally, a case study for fire station layout in Tanhai new town is shown. Five alternatives, including different amounts and layouts were obtained by using the different weights for objectives.
