The paper introduces the development of IOT, and focuses on carriers that play leader role in IOT industry chain. The importance of building BOSP for carriers is pointed out after analyzing their demands on operating IOT services. The proposed BOSP is formed by access layer, devices management layer, and ability formation layer. Access layer provides multi-networking capability over ubiquitous networks. Devices management layer offers convenient measures to monitor and control massive devices.
